He is called "Ludleth of Courland". If The Ringed City has a name (but i don't think so) it's more likely Londor. Also, Filianore was gifted to the pygmys, and i do agree with you that she could have been a spouse, because a woman is not "a gift" to a city, more likely a gift to a man (the sword of avowal is a symbol of marriage after all).
On Ludleth linking the fire though my assumption is that he did it to redeem himself for ruining Courland's honor. I think he was definitely powerful enough to link the flame. With the power of transposition he probably made powerful weapons. no matter how little or weak he was a powerful weapon would make all the difference.
